E-waybill projact: from August 1, 2023, electronic waybills will be introduced instead of paper waybills. The purpose and objectives of the e-waybill project.
Electronic waybill will be mandatory for all transport from August 1, 2023. Initially, the e-waybill project was supposed to be fully operational in August 2022, but due to the treacherous full-scale invasion of Ukraine by the Russian army, the introduction of the consignment note into the electronic document flow was suspended indefinitely.
But despite all the difficulties, work on the e-waybill project was resumed last September with the participation of representatives of the Ministry of Infrastructure, the Ministry of Digital, the Public Association “Institute of Analytics and Advocacy” (administer the system), with the support of the USAID/UK aid project “Transparency and Accountability in Public Administration and Services/TAPAS”.
For the implementation and testing of the “electronic waybill” system, Ukrainian electronic document management operators, freight carriers, and businesses are involved.
As the results of a survey conducted last year among participants of the domestic freight transportation market showed, more than 84% of the surveyed companies are ready for digitization of business processes and would like to join the testing of the electronic system, which will begin soon and will be adapted for six months until the summer.
What is the purpose of the e-waybill project?
The electronic waybill is designed to replace the paper form of the document. For this purpose, a central database of documents is being created, which refutes and speeds up processes in logistics, and also allows all relevant state bodies to control the presence of electronic waybill.
The implementation of e-waybill will provide an opportunity for participants in the freight transportation market to quickly exchange information and interact between all providers of electronic document management. To start working in the e-waybill system, the company representative needs to choose a certified provider. Regardless of the selected provider, all waybill electrons will be synchronized in a single system and will be available to the recipient, sender, and freight carrier, even if they are connected to different providers.

Already from February 1, participants of the freight transportation market will be able to gradually switch to electronic waybill.
For this, it is necessary to conclude a contract with an EDO provider in order to fully prepare for the digitization of the freight transportation sector. To date, three EDO providers EDIN, PTAH and AgriChain have tested interaction with the electronic system. EDIN and PTAH provider companies passed the test successfully, AgriChain will continue to improve its software.

The electronic account provides all the necessary functionality for all parties: creation, registration, signing of the electronic waybill, creation of accompanying acts based on e-waybill – all this is available in the online account of the user (sender, recipient, carrier).
E-cabinet is a cloud-based service with access to the electronic waybill for all freight transportation participants and functionality: creating a waybill, keeping a register, applying a qualified electronic signature, displaying the status of the invoice, sending the document to any participant in the freight transportation. You can enter the office from any gadget with Internet access.
The driver’s office is a smartphone application that allows the carrier to sign an electronic waybill. The office has a simple and clear interface, where the driver or forwarder can view and sign his waybill.
